Economic Civil War
By William J. Dell – March 1993
The Tenth Amendment of our national constitution states the following: “The powers not delegated to the United States by the Constitution, nor prohibited to the states are reserved to the states respectively, or to the people.” From this we can see that it was never the intent of the framers of our Constitution that our elected officials in Washington not to be answerable to “We the People”. This principle was re-affirmed when President Lincoln made a few remarks November 19, 1863 during the Civil War at the dedication of the Gettysburg National Cemetery wherein he stated: “that this nation, under God, shall have a new birth of freedom, and the government of the people, by the people, for the people, shall not perish from the earth.”
So what has happen to government of, for, and by the people? Why are we presently engaged in great “Economic Civil War” to reduce a $4.1 Trillion debt? Why is it that our elected officials in Washington, with their special interest cronies, pork barrel sharers, and PACs form the opposition in this great struggle against “We the People”. Why is it that the present plan offered in Washington to reduce the deficit will cause it to rise to $5.1 Trillion over the next four years? Could it be because of “We the People’s” apathy? Could it be because we have not held our elected officials to account and because of this they have usurped the power that rightly belongs to “We the People”?
In this Economic Civil War there is no retreat but in submission and slavery for us and our children and grandchildren! Our chains are forged! Their clanking may be heard in the halls of Congress! “We the People” must unite and reclaim the government that is ours. We must awake to the awful destruction that awaits us in the form of national debt and those who cause it.
You ask, “How can I do any thing? I’m just one person.” Sunday, March 21, 1993, Ross Perot held a National Referendum on Government Reform. If you missed the presentation, I have enclosed a ballot in this issue. This referendum was sponsored by United We stand America which is a “grass roots” organization growing out of Ross Perot’s bid for the Presidency. If you share my belief that it will take a hard-nosed business type to solve our current national deficit problem perhaps you should lend your voice to this organization. This decision is solely up to you, but to assist you, I offer the following information. United We Stand America is: 1. A nonpartisan effort involving citizens in their government. 2. A nationwide organization that will keep you informed about important issues facing our country. 3. A nonprofit corporation dedicated to bringing about the necessary reforms in our nation’s economy, government and election laws. 4. As a member of United We Stand America, you can make a difference in our nation’s future! Membership in this organization is only $15.00 per year and credit card applications are being taken at 1-800-925-4000.
“If we stand united, our voice will be heard. …Together, we have reminded our elected officials that we are the owners of this country, and that we want the issues facing our nation to be addressed. Already, we have made history. Now, we must make sure that our jobs are restored, our economy revitalized, our government reformed and the American Dream returned to our children. This can be accomplished only if we continue to stand together and let our voices be heard.” – Ross Perot

NATIONAL REFERENDUM-GOVERNMENT REFORM
1. Do you believe that for every dollar of tax increase there should be $2.00
in spending cuts with the savings earmarked for deficit and debt reduction?
2. Should the President present an overall plan including spending cuts,
spending increases, and tax increases and present the net result of the overall
plan, so that the people can know the net result before paying more taxes?
3. Should the President issue a quarterly, audited financial report to the people
so we can know whether or not the results of the debt reduction plan are being
achieved as scheduled?
4. Do you want a Constitutional Balanced Budget Amendment, with emergency
funding limited exclusively to National Defense?
5. Should the President have the Line Item Veto to eliminate waste?
6. If our government wants the American people to pay more taxes, should it
provide leadership by example – all sacrifice begins at the top – by cutting Congress’
and the President’s salaries by ten percent and reducing their retirement plans to
bring them in line with those of the American people?
7. Should Congress agree to term limits that would automatically take effect if the
specific debt reduction time table is not achieved?
8. Should Congress and officials in the White House set the example for sacrifice
by eliminating all perks and special privileges currently paid by taxpayers?
9. Do you feel past international trade agreements have caused loss of jobs in this country?
10. Should we eliminate foreign lobbyists completely – no loopholes –
and make it a criminal offense?
11. Should we dramatically reduce the role of domestic lobbyists to provide only
information – not money directly or indirectly?
12. Should we eliminate political action committees and soft money
contributions to campaigns?
13. Should laws be passed to eliminate all possibilities of special interest giving
huge sums of money to candidates?
14. Do you believe that Congress should not exclude itself from legislation it passes for us,
and should correct this discrepancy immediately?
15. Should major new programs such as health care reform be first presented to the American people in detail, and then tested in pilot programs to prove their cost effectiveness before they are implemented nationwide?
16. Should the electoral college be replaced with a popular vote for the Presidential election?
17. Was this TV forum worthwhile? Do you wish to continue participating as a voting member of United We Stand America?
